I filed a Paypal claim early this week due to the fact that I had bought some cards and yet to receive them after a couple of weeks. I received them today, but one of the key cards was missing. The claim I currently have filed is "Item has not been received" and want to switch it to "Item not as described" so that I can get a partial refund based on the lot that was bought being incomplete. However, for some reason, I cannot figure out how to do that. Is there some way that I'm just missing?
