It looks like a card was dipped in water and the foil was pulled right off.
A seller had hundreds of these at one point and called them all 'proofs', but in reality he just created the items himself by separating the foil from the cardboard.

I made a few 98 bowman chromes myself ( http://1998bowmanchrome.weebly.com/proofs-and-serial-s.html )just to see what the fuss was about. They are the same deal- I think they just look a little more creepy when separated from the paper stock than the older finest cards...
