I'm guessing this is a guy who buys storage auctions/yard sales/consignment/rummage sales etc and came into a card collection.

So I took a chance with this seller. Some of you may remember he had several boxes of "100% Authentic baseball cards" listed. I was lucky enough to land a 1989 UD Low Series box for $21. I bid on all of them but only got one. Whoever outbid me on the rest of them lucked out. In fact, this seller also had 5 boxes of 1990 Leaf as well that sold in low $20's.
