UPDATE:

After some pressure from his fellow hobby enthusiasts, I have received my original card pictured in the OP back from Mr. Adams. His cards are in the mail on their way back to him, and he has been refunded for the $50 pp payment as well.

Just wanted to let all sellers out there know that this guy has been making offers on cards on eBay that get accepted, and he never pays. All of the cards have been relisted and when I contacted the seller to see if the reason was NPB, I was told, yes.

Either they are trying to creating a bloated market for specific cards or they are not reporting the guy to ebay

I don't get it... so we should assume it's a fake account and it's being used to make false sales? or to boost the feedback on a fake account? I guess I'm just confused.

No. My only insinuation is that he is a Non Paying Bidder after making offers on cards that are up for BIN OBO that get accepted. Nothing more, nothing less.

He is still continuing to do this on a lot of high end wright cards. It would appear from talking with a few of the sellers of the cards he doesnt pay for that he is simply buying them and not paying for them immediately trying to come up with the funds during the 8 day period the sellers have to make a claim and picks and chooses which ones he "may" pay for.

One of the sellers informed me that his excuse for not paying was that he needed 3 days from the date of purchase to come up with the money and would pay after 3 days. When that third day came, he told the seller that he had lost his job and wasnt going to be able to afford the card and that he would like the seller to cancel the auction so that he doesnt get an unpaid strike since this was an isolated incident and he doesnt do this regularly. Two days later he bid and paid for this card. Lie, after lie from this guy.

Rob is a class act. He's currently sending out freebie packages, that contain some sweet cards, on FB in an attempt to save his rep. He has me blocked on there, so I don't get to post to him. Class act though.

He has also been sending me emails asking if I would be willing to trade the Wright he tried to scam me for, only not for the Topps 60 jumbo that I wanted from him (go figure that). Or that I sell it to him since, "I got the card back and didnt get scammed". Since I have blocked him from bidding on my auctions on eBay, he has had 4 members from his facebook groups try to buy the card from me for him and when I blocked them as well, they get mad and tell me "all my cards are sh*t" and then a day later continue to send me messages trying to purchase that same "sh*t" card.
