In search of a Matt Holliday 1999 Topps MVP promo card

Ok guys I am paypal ready. I'm in search of a 1999 Topps MVP promo card. I have searched everywhere for this card. Can someone please help me on my search. Like I said I am pp ready and have a hole burning in my pocket to spend it.

All the MVP Promotion card backs are the same. I'm sure there are some on ebay or on COMC.

I thought they were packed out and if tour player won MVP then you sent it in for some set.

Someone above with Garciaparra has scan of rules, but it is hard to read.
