Looks like homemade 1/1s, I've seen others attempt it as a money grab

There was a guy on Facebook trying to sell this junk as the best thing since sliced bread.
Some low end operation with some foil and a stamp.

"The Gem Collection" and "Special Olympics" stamped 1 of 1 cards were pretty common from that era, about 10-15 years ago. Pretty much junk aftermarket non-recognized stuff.
