Yes, absolutely. The apprehension should be 100% in line with the crime. He wasn't running "AT" someone, he was just running around like an idiot kid waving a rally towl. They had sufficient time to observe and assess his intentions as he ran around. They knew he was not a threat. The tasering was completely uncalled for. Teenagers are impulsive and do stupid things. They do need to face the consequences of their actions. In this case, tackle him, arrest him, he does community service and hopefully learns his lesson. People have died from tasering. It is rare but it does happen. We can't just give up our civil rights and let these rent a cops have carte blanche to tasering people for minor or harmless infractions. Think about it from a parents perspective... Do you want your kid tasered for jay walking, riding his skateboard in the mall parking lot?
