1989 Fleer Box Bottom Variation

Does anyone know the meaning of the two variations of the '89 Fleer Box Bottom cards? The gray one is common, but I came crossed the white variation, and am not sure what it is. Thanks!

Two different card stock types for two different packaging types

I'm curious what kind of box the lighter card would have come from as all of the wax and cello boxes I've seen are on the darker cardstock.

Maybe the bottoms of those 44-card boxed sets Fleer loved to throw up back then?

If I remember correctly, they come from the packaging type for cellos (always two types), where there are 6 cards on bottom. I know that I became aware of them first in 2005.
