1998 Finest No Protector Refractors question

I received a Mike Piazza No Protector in the mail, and it was supposed to be a refractor but there is no refractor-like finish on the front. The back features a little "R" in the circle that has the card number but that seems to be the only difference. Do all the finest cards from that year feature the "R" by the number? This is card number 15 in the regular set.

Little R is a refractor designation. Bottom 2 cards have R's on them, top 2 don't.

I believe there were a lot of errors and a there were plenty of refractors with no Rs and non-refractors with Rs released

Thanks guys. I always thought the "R" was a refractor designation but was confused because the Piazza definitely did not have the refractor finish. Guess it was an error.
