I could be mistaken, but yours looks like a base 2-Star and not the jersey number parallel.

It probably is then.

Jersey numbers appear to be a parallel set and all have gold holofoil and say "Jersey Number" in the bottom left.

The Griffey you show is a Tier 2 Jersey Number. All of Griffeys cards have 4 stars on them, because he is in all 4 tiers. The Mondesi is a Tier 2 base. He has three stars because he is only in three tiers. The blackened star corresponds with the tier of the card. Also, I believe all of the jersey numbers would have been serial numbered, hence the 00/00 designation on all but the Griffey you posted (supposedly /24?). Except not all jersey numbers cards have 00/00 (see the Griffey you showed). On the other hand, the base cards do not have the 00/00 serial numbering and again, no gold holofoil or "jersey number" on the front.

Also, the tiers can be distinguished by their designs and their numbers. Tier 1 (1-100) has a rectangular design. Tier 2 (101-175) circular. Tier 3 (176-225) triangular. Tier 4 (226-250) diamond.

Base (Tier 1 and Tier 2 are all I have seen):

Jersey Number (Tiers 1 through 4)

Clear as mud?

No. They would both be 1998 Select Jersey Numbers Tier 2. Only difference is that your Griffey, for some reason, has no 00/00 on the back. All other Jersey Numbers (of all tiers) that I have scans of have the 00/00 numbering.
