1st time asking, paypal help

bought a lot from someone, one of the cards was damaged.
tried to file a claim to get a portion of money back. I know ive read that members here
have done that. so it was a 2750.00 lot, tried to get 50.00 back. when i escalated it,
i got this message:

Our investigation into your claim is complete. As stated in our User
Agreement, the claims process only applies to the shipment of goods. It
does not apply to complaints about the attributes or quality of goods
received. Therefore, we are unable to reverse this transaction or issue a
refund.


um, how are others able to do this?

PayPal really doesn't work in "portions."

Because there are so many scam artists who purchase cards, claim condition issues, and ask for partial refunds, my recommendation to all sellers is to offer a full refund upon return of the cards. Partial refunds are stupid. As a seller, you can issue a partial refund to be "nice," and the buyer can still file an item not as described against you. At that point, the buyer not only has your partial refund, but the full refund PayPal is bound to take from you to give to them.


I don't think you're a scam artist obviously, but that's where the problem lies. To my knowledge, PayPal does not issue partial refunds unless you purchase multiple items and are returning only a portion of the items.

+1. btw, you can try paypal's executive escalations/your paypal rep (if you have 1) + explain the issue. sometimes they'll intervene, but usually it's got to be blatant fraud (like cracking a slab/inserting a woefully undergraded/fake).
