I am paying today, PAYPAL is holding funds on a few payments from buyers who had their bank reject funds. Has anyone else had this happen?

Secured - I don't know about that specifically but I got a letter from my bank warning me about excessive "not in-person" withdrawals from my paypal account earlier this month. Maybe some new regulation kicked in?
