I have been looking for this card for a while, and I finally found one at a local card shop. What do you guys think is a fair price to pay for this? Thanks guys!

It's not a hot card. You probably have a better sense of the card's value than 99% of the board. If I were in your position, I wouldn't worry about overpaying because you've been looking for it for so long.
