Bought a blaster on clearance -- got a Target red boardered card, but the inset picture is a color variation different than base card (pic later if needed), is this normal?

Yes - there were some cards (I think Wal-mart did this too) where the base card coloring didn't work with the Red Variation and they adjusted it. Look at examples eBay to see them.
