I just broke a box of 2002 UD Rookie Update. 15 packs with an alleged 5 cards per pack. Every single pack had less than 5 cards??

This ever happen to anyone else?
What gives?

I remember years and years ago I bought a box of 1983 topps, it was a new market test issue that featured foil wrappers like today, not the standard wax type of back then, and every pack had anywhere between 4 and 15 cards per pack. It was a mess, but I did not complain because I hit multiples of just about every big card worth pulling.

You may have been ripped off. I've purchased older 90's wax that was still in shrink wrap from the flea market and there has been times where every pack had been opened and the inserts were taken out. After careful inspection, I could tell the shrink wrap had some really gnarly areas where they rewrapped it using a heat gun and the foil packs were carefully put back together using some sort of adhesive. I thought they were easy to open and that ended up being why. Buyer beware. Also seen it done with a few blasters.
