I got it lastnight. A friend didn't get one because his Policy Compliance is at medium. Guess it drops when you accidentally list a duplicate BIN.

What drives me crazy is I got the last one but never got an E-mail about it - I found out with 2 days to go by catching it in the margin of my "My Ebay" page. Stupid ebay.
