Those are probably PWE(plain white envelope = $0.44) sellers. I reuse bubble envelopes or as GC said, buy them in bulk for pennies a piece.

I use brand new bubble mailers, penny sleeves, team bags, and recycled toploaders.

It costs me just under $2 to ship, and I charge $2. Never had a complaint.

Sellers shipping for free are usually overcharging for the card/s, or trying to build up feedback with cheap sales.

I use free shipping on everything, and don't sell things for under $5. Margin is way to small at those prices. I buy mailers when I have free $ at staples and save the majority of them that I receive if I can keep them in good condition.

Up to 3oz thru paypal is 1.75...add .20 for misc supplies----that puts you at 1.95 total for shipping.

3.99 - 1.95 = 2.04 maybe those people are happy making 2.04 a card. selling a couple hundred 2.00 cards a week = nice week.

I use free shipping on everything. Have found that I am getting more bids with free shipping. Think that I am making more money on cheap cards now then I was charging $2.50 for shipping.

Have always charged $1.99. I reuse all bubble mailers and just have a huge stack of toploaders and sleeves, so shipping costs ($1.75 through PayPal) are about the only costs for me.

For auctions over like $25 I just offer free shipping to guarantee the 5 stars.

The 3.99 BIN, or even 2.99 BIN, free shipping model is absolutely one that makes sense as described.

I charge 2.75, and that covers the following:

$1.75 postage
$0.28 Team Bag/Toploader/Penny Sleeve. Some are used, but more than half the time, they're new. It's a guesstimated price.
$0.15 Bubble Mailer. I buy in lots of 100. I sell at a pace where 100 lasts me 3-4 months, which is fine for me.
$0.27 Postage eBay Fee. ($2.75 * about 10%)
$0.30 PayPal payment fee. I include these two fees because they're independent of what the card sells for, thus really have nothing to do with what I'm selling. In other words, I let my buyer shoulder these burdens as 'handling'.

So that totals $2.75, I gain no profit whatsoever from shipping. Some people take a little for their time and/or gas, and I'm fine with that. For me, anything up to $3.50 can be termed as 'fair'. But I always take shipping into account when buying, as I frequently buy low-end autos.

I'm an advocate of free shipping. When I buy, if I see two listings and one is a free shipping listing, I'm more inclined to shoot for that one so I list with free shipping.
