Whats the difference between retail 24 pack boxes and 'value' 18 pack boxes?

Better odds or?

I would think the odds are the same. The Value packs are the rack packs, correct?

I think of it as 1 "value" pack = 2 retail packs. I could be wrong. Last year, I pulled Tony Sanchez auto from the rack pack.
