Dont know about Norfolk but if you are willing to make a short drive (about 25 mins) just north of Norfolk to Newport News there is a nice little shop called the Tenth Inning. Very nice older couple that owns the store. A good assortment of wax and singles.

That's my "local shop". It's actually in Hampton, not very far from I64. Website. Don and Carolyn are super nice. As for the OP's question, I don't get down to Norfolk often enough to have a good answer. Sorry.
