Actually a really good question. There was in fact talk that Strasburg would go to Japan for a year and become a free agent (obviously didn't happen) - at least Boras saw that as a possible loophole. The way the amateur draft and international signings interact will be addressed heavily in the next Collective Bargaining Agreement.
