Can I print an int'l shipping label using PayPal MultiShip?

I'm trying to ship with PayPal MultiShip. I am creating a shipping label and can't select British Columbia as the state/prov.

What am i doing wrong?

I am not sure, however I tried to print/ship internationally through paypal and they charged an outrageous fee. I find that going to the post office saves me a ton of money rather than shipping internationally through paypal.
