Only if the item is actually signed for. If it doesn't make it to its destination, you'll be out for the value unless you've insured it.

When I ship an item that is a 1/1 or low numbered, I ship it insured and REGISTERED..

The Registered is so that anyone who touches the package, has to sign for the package and is responsible for it..

I was talking to the teller at USPS and they said that they heard of a guy that had to pay $25K for an item because he f'd up..
