Those college guys who didn't get drafted, are they eligible to enter next yrs draft?

If they have another year of eligibility available, and play college ball next year, then yes.
For those who do not play college ball, they can sign with whatever team wants to sign them...including independent league teams - where most of these undrafted guys end up along with those who couldn't stick with a team after being drafted.
