eBay question - shipping a package to Taiwan

To any sellers who have sold to buyers from Taiwan, how much do you charge for the standard Int'l flat rate shipping?

Would Japan be the same rate ya think? I charged $15, but the total for paypal shipping int'l was $20.

Flat rate priority international to Taiwan I thin is either $12.65 or $12.95.
