I will try and make it short.

Sold a card, buyer did not pay, I filed and NPB and waited 4 days then closed it. Right after I close it buyer says he was going to pay (OK dumb ass why wait until it is closed?)

He says he really wants the card and will pay if I can reverse the NPB. Can that done? I don't think it can.
