Ebay situation

I hit a BIN on a card and paid immediately. About an hour after paying, I receive a refund from the seller and a message stating that because paypal has placed a hold on the funds in his account (I'm assuming because it's a high dollar item and he has low feedback) he can't ship the card and doesn't want to wait the 21 days or however long it takes to release the funds. The price I paid was a bit under the going rate for the card but decided not to leave feedback since there was really nothing I could do to force him to sell me the card. Well, it's 2 days later, the card has gone up in value a bit more (making the BIN price look like a total steal) and he sends me a cancel transaction request. I'm leaning towards denying it. Thoughts?

I wouldn't agree to cancel the transaction. Not your fault paypal is/would be holding the funds. It's the risk the seller takes when dealing with high end cards.

I agree. Seems like a pretty lame excuse to me. Go with your gut.

The 21 days thing is bogus, the funds will release as soon as you leave feedback or he provides tracking that shows Delivered(yes funds get held for a few days). I'd let him know you will instant leave feedback once received.

I agree with this.He may not know that will release the funds as soon as the item shows delivered.Try explaining it to him if you really want the card.

I would first try to initiate some sort of communication stating that you hit the BIN fully understanding that you were committed to entering into a contract between the seller and yourself and that you would like to uphold that contract. I would also offer up the facts to him stating you are fully aware that Ebay releases funds once you leave feedback or he shows delivery confirmation and that this process could occur within a week if he resides domestically.

See what he says.... then I would base my next move on his reply. That's just what I would do.
