They won't unless insurance was bought...it is essentially what you agree to by not purchasing insurance.

Also, I've had some packages come through like that - I mean, what the heck, did they pack them in potting soil? It sure looks like it.

Unless Paypal/ebay changed the rules, I thought it was the sellers responsibility to make sure it arrives safely. Proper packaging insurance etc. Insurance protects the seller, not the buyer.

example- All I'd have to do is file a item not as described....

This^
It is exactly what insurance is for. Card didn't get to buyer in stated condition. Seller should refund. Insurance would then reimburse the seller. If seller didn't insure it, they are the party that is out.

I had a 27 page thread on Beckett about this years ago. If insurance was offered and not taken then you lose.

If you bought it through Ebay, you can file a claim.

A buyer is under no obligation to buy insurance when purchasing anything through ebay whether it's offered or not. In this case, buyer files not as described claim, buyer wins. Seller is out the money unless HE bought insurance.

Well this happened to me in 2007. I guess rules have changed but I got no love from paypal or ebay. I sold the card and even said it was bent in half and made money on it

See, I think that is total BS. As long as it was package properly and securely the seller should not be responsible for mishaps that the USPS encores. That said, I always purchase insurance for anything over $50 simply because this is happened to me before and I don't like taking up the rear, you'd think that USPS would do something correct.
