Unless Paypal/ebay changed the rules, I thought it was the sellers responsibility to make sure it arrives safely. Proper packaging insurance etc. Insurance protects the seller, not the buyer.
example- All I'd have to do is file a item not as described....

They won't unless insurance was bought...it is essentially what you agree to by not purchasing insurance.
Also, I've had some packages come through like that - I mean, what the heck, did they pack them in potting soil? It sure looks like it.

A buyer is under no obligation to buy insurance when purchasing anything through ebay whether it's offered or not. In this case, buyer files not as described claim, buyer wins. Seller is out the money unless HE bought insurance.
