Wow. A lot of different stuff there. I have no clue on good books, but IMO, the ones that would be good to write on:

Checks and Balances - there are some references as to why in the Federalist papers if I recall correctly
Constitution - Federalst papers again would be a great source
Federalism
Bill of Rights
Denial of Bail and Detention Hearings - assuming this is about terrorists, talk about term of "unlawful enemy combatants" and how they do not follow Geneva Convention (ie not in uniform among others)

I would say that the first four would all be pretty good choices and should be able to find good books or papers about from the Founding Fathers.
