There are actually 4 of each color plate...seriously. That's why they are numbered out of 4, not because of the 4-color process. The sets were printed 4-up, therefore each card appeared four times on the press sheet, making four of each cyan, magenta, yellow and black plates.
That said, considering each color is technically a difference image, I still believe a regular 1/1 printing plate is a 1/1.
