First Card and Rookie Card 10 Years Apart?

So, I've been collecting Steven Wright for a bit, and am glad to finally see him in 2016 Topps Heritage. I'm wondering why it doesn't have the "RC" distinction. His first (and only) MLB cards were in 2006 Bowman products. He didn't make his MLB debut until 2013. He was up and down to AAA, and technically was still a rookie until last year, but no new cards until a few weeks ago. So would his 2016 Topps Heritage be considered his Rookie Card?

It's his first MLB licensed card. It should have a rookie card designation. Who cares if he has been in the league a few years. Rookie card to me implies first card, not card from your rookie year.

I was a big collector before the whole "RC" logos came to be, and I think it's kind of funny his FIRST card, and ROOKIE card are 10 years apart.

Matt Bush has him beat in Heritage; he's just getting an actual RC when his first cards were in 2004.

Erik Cordier also had ten years. 2005 Topps and Chrome (including autos), "RC logo" is 2015s.

Bush's 2004 cards are Rookies, the MLBPA RC rules didn't go into effect until 2006.
