I don't believe that it is. I believe it is one of those aftermarket stamped 1/1's. There were several of those type of cards issued between 2002-2004.

One of the harder to find Thomas refractors for me. Only seen a couple in the last 5 years but could've missed a bunch due to how people labeled the listings. Glad to knock it off the list.

Nope, they are very common. They came with the Big Hurt video game for the Sega Genesis/SNES/etc

Heres the front and back of the 1995 promo. The front has the trademark logo farther away from the leaf logo and the back has subtle cropping differences.
