Long story really short.
1. I make 6 deals with this buyer totalling over $1200 over a 1 month period
2. 5 months later he files a chargeback for 3 of the transactions totalling saying his cc was used without his authorization
3. I give them tracking, ebay messages, tons of personal emails and signature names of the person that signed for them at his place of work
4. He loses the cases on 8/16
5. opens up a new case for the 4th transaction on 9/6 (they have yet to decide on it)
6. His cc company maintains that his claim is still valid and reopens the first 3 again on 8/21 (he loses again)
7. His cc company again maintains that his claim is still valid and reopens again on 9/12 (no word on these, paypal didnt even send me an email saying they were reopened)

This is turning into a pita, just waiting for them to take the money again and this time not return it. Anybody had the cases reopened by the cc company?

Did you receive any of your items back? Just a thought- there is likely an attorney who knows the legal ins and outs of these kinds of issues. Perhaps you can contact the American Bar Association and find out what category this falls into and see if they can recommend an attorney in your area. Or better yet, the buyer's area. Getting a letter from an attorney may get this person to quit this nonsense. Good luck. G. Greene

It's no coincidence this guy waited 5 months to file a chargeback, as he's hoping the Delivery confirmation info would've expired, as that's usually only kept online for 5 months, after which you need to request the info and it is sent via letter or email (which I don't believe is adequate for a paypal claim).

OP, was this through Ebay? If yes, you can just call paypal and tell them you are covered under the Ebay seller protection policy and have them remove the holds since paypal should eat these chargebacks under ebay's policy.

They have already closed the first 3 that I won, but they have been reopened twice. Anyone seen that before?

Call his local PD. Explain the situation. Tell them you can provide them with all of the closed chargeback attempts. Tell them you can provide them with signature confirmation at his work address signed for by him.

I would think this constitutes credit card fraud on his end. I would contact an attorney prior to going forward I am sure they can give you a free consultation.
Also do you have any contact with the credit card company as far as providing them the proof this guy did sign and consent to the purchase?

I provided everything to paypal who is suppose to be giving the info to the cc company. Paypal already found in my favor on the first three cases and took the hold off the funds, now the cc company is still pushing it even though PP said the cases are closed. Now the cases are reopened and have been shot down by paypal twice, but the cc company keeps reopening them saying "The buyer's card issuer has reviewed the information you submitted and maintains that the buyer's chargeback is valid." So I am not sure whats going on.

the Ebay id for this scammer is cardzrus

He left me multiple positive feedbacks on 3/25 and has recently changed his feedback to private

At this point, the OP is not out of pocket anything. Funds are being held pending investigation but nothing has been taken as of yet. Going to an attorney is a waste of time at this point, and frankly, since we're dealing with small figures, it's not worth an attorney's time to pursue or the cost of the pursuit.
