This is one reason NOT to consider eBay final sales as a way to gauge pricing, who knows what BINs really mean.

$1 for the card plus $200 for shipping (or something like this) that way the seller avoids ebay fees. It happened to me once. I made a offer of $14 plus his cost of $4 shipping, he countered with $1 for the item plus $17 shipping, same cost to me but he saved some money on fees. Not sure if this is what happened but it is a possibility.
