Is registered in Canada the same as tracking ? Meaning is there what is equivalent of 1st class w tracking that we use in the US , say to ship a padded mailer from LA to NY ($2ish) in Canada to ship from say Toronto to Calgary. If so what is that cost ?

Tracking comes with packages but not bubble mailers...so your only options are registered or Xpress mail. No cheap tracking options.
