Why would the seller let these go, unless they already know it's a scrub player / non-auto?

Isnt this the same guy that got busted last year? It was something to do with the Bill Hall super.

If they are resealed, wouldn't common sense tell you you're not going to get anything worthwhile? Are there just that many naive people out there that these are consistently selling for $100?
