What is the procedure for getting a refund/getting tickets to another game?

It's a team by team basis. Call the box office.

for the nats its exchange your tickets at ticket services for any other game

Usually you just go to the box office at the stadium and they give you a voucher for any other game. Sometimes, late in the year, with not many games left, they give you the money back.
