With details released about 2013 Topps Mini Football, is it overkill yet?

I'm indifferent. I don't usually go after them but don't mind them. I did like the Magic Pigskin mini cards last year. The 1995 Playoff Prime mini cards were really cool, especially for their time.

Yes.either have a set of only minis or stop using them in every set, especially in multiple "throwback" versions. And this from a guy who went out of his way to get the 88 baseball mini set from the only 2 convenience stores in town that carried it, they're more annoying than cool novelty

Laugh. I bought a bunch of those Topps and Fleer mini cards from the late 80s. They're cool when tastefully done but design replication is getting stale. Why not try something like using a baseball design for one of these sets. I've always loved the 1972 Topps baseball set and that would make a true novelty with football. I wonder if inclusion of minis helps lower production cost since there is less paper being used. If this is the case then we can expect to see more of the things going forward.
