I cannot spell it out any more clearly than this. Obviously the OP felt the shipping charges were reasonable since he won the card. If he felt they were unreasonable, HE SHOULD NOT HAVE BID ON THE CARD. Every card I have ever purchased on eBay, I have looked at the shipping charges and factored that into how much I was willing to pay for the card. If I felt the shipping was too high, I didn't buy the card. Real simple. I've never won an auction with high shipping and then tried to haggle the price of the shipping.
The OP should have paid better attention to the auction. He admitted he was in a hurry and missed the shipping costs. That is not the seller's fault, ever. In no way should the seller's DSR rating be lowered because the OP bought the card but doesn't want to pay the shipping. The best course of action would have been to not buy the card.
