I believe 1 of 2 things from that statement:

1) Randy lied and really was tapping
2) Randy likes to slap guys asses like cowboys...which makes me question his sexuality just a little more at this point

He was obviously trying to embarrass Tito, but technically he tapped. And if the ref was doing his job he would have called the fight, just as the ref did in this video.
