If a seller files a NPB Claim, can the buyer leave feedback?

Anyone know?

I have a guy that's clearly lying with an excuse not to pay for a card he bought from me (See this THREAD, same guy and he sent me the same message word for word a month later than he sent it to them) and I'd love to get him a strike with ebay.

I also recommend blocking the dbag: nathanael0524

Thanks for the info. What about during the NPB time-frame? Can he leave feedback then even if he hasn't paid?

Yes he can. Had a friend get a negative feedback from a buyer that never paid. A guy bought a cell phone from him and never paid after over 3 weeks. Friend opens the NPB case, buyer left the negative after my friend filed the NPB, but before he could close the case. The buyer's fb comment was just "bad seller", and ebay would not remove it afterwards even though he never paid because the comment did not violate ebay's feedback policy. My friend was pretty pissed and actually stopped selling on ebay for a while because of that (but he eventually went crawling back after he realized he could still make money selling things).
