I am selling some Latrell Sprewell cards, and he has a huge following overseas.

I don't have a problem shipping internationally as long as I am covered in case of attempted chargebacks.

Am I completely insane to charge $15 for shipping?

$15 is what the cost is so no you're not charging too much. Of course it will turn away potential buyers but it's the price that you pay to make sure you don't get screwed.

I know it ticks me off when there is a card I really need and the seller won't sell it to me because I'm from Canada. Even if I tell them I'm willing to pay for shipping that will make sure they are covered by paypal. At least give me the option to pay $15 for shipping if I really want/need the card.

You can't ship overseas without the possibility of a chargeback. End of story. People will tell you 100 different ways to ship internationally safely, but if you're taking Paypal, you cannot. There is no sort of confirmation that Paypal will accept for an international dispute. You simply lose being the seller even if the packages are going to countries that can confirm their address like Canada.

Sorry.

I pretty much stopped shipping internationally because it's a pain. I hate filling out custom's forms (especially the one that allows you to insure) and I hate waiting in line. And since the seller has no recourse whatsoever if a buyer does a chargeback (thank you eBay and paypal) I have just stopped. To me it's not worth it even though I'm sure I lose out on a lot of cash this way. If there was a way for me to only allow specific international bidders to bid I'd probably be okay with it, but I don't believe you can add individual bidders to auctions.

You can add international bidders to your Blocked Bidder Exemption List. I did it once for a guy and it worked like a charm.

I know I can block individual bidders, but to do this they would have to bid early enough for me to cancel and add to block bidders...I couldn't stop someone from sniping though.

I'm not sure I follow. If you have a international bidders blocked from bidding on your stuff, but you have an international customer you would like to be able to bid, you can put them on your exemption list.

Same here, only way I'd sell outside the U.S. is if it was a Darvish, Ichiro or any other Asian player.

Sorry.

I've heard this before but I don't get it. (I'm not doubting what you are saying at all as I know of people that have been screwed) But I got an e-mail from paypal telling me about seller protection and it directs me to the info I've pasted below. How can they not cover you if you follow their rules? I guess they look for anyway to screw the seller.

Protection For Sellers.

The following terms are effective for transactions made on or after 06/30/09. To view the protection terms and conditions for transactions made prior to 06/30/09 see Exhibit “A” to section 11 below.

11.1 What is PayPal seller protection?

Seller protection is available for eligible payments from buyers in any country.

11.2 How much protection is provided by PayPal seller protection?

PayPal will protect you for the full amount of the eligible payment and waive the Chargeback Fee, if applicable. There is no limit on the number of payments for which you can receive coverage.

11.4 What are the eligibility requirements for PayPal seller protection?

You must meet all of the basic requirements listed below: In addition, you must meet the Item Not Received requirements to be covered for Items Not Received and the Unauthorized Payments requirements to be covered for Unauthorized Payments.

Basic Requirements:

Ship the item to the shipping address on the “Transaction Details” page.

Respond to PayPal’s requests for documentation and other information in a timely manner.

The item must be a physical, tangible good that can be shipped.

Your primary residence, as listed in your PayPal Account, must be in Canada.

Item Not Received Requirements:

The payment must be marked “eligible” or “partially eligible” for seller protection on the Transaction Details Page.

You must have a Proof of Delivery.

You must ship the item within 7 days of receipt of payment. Or, if the payment is for pre-ordered or made-to-order goods, shipment is required within the timeframe specified in your item listing.

Unauthorized Payments Requirements:

The payment must be marked “eligible” for seller protection on the Transaction Details Page.

You must have a Proof of Shipment or a Proof of Delivery.

11.5 What is “Proof of Shipment”?

Online or physical documentation from a shipping company that includes all of the following:
* The date the item is shipped.

The recipient’s address, showing at least the city/state or zip code (or international equivalent).

11.6 What is “Proof of Delivery”?

Online documentation from a shipping company that includes all of the following:
* The date the item is delivered.
* The recipient’s address, showing at least the city/state or zip code (or international equivalent).

Signature Confirmation for payments of $325 CAD or more (see Foreign Currency Equivalents below).

That's interesting if it's changed. The part about items being shipped valued over $325 is still an issue, because I don't believe any other countries use our Signature Confirmation system, thus their names wouldn't show up online for Paypal to verify.

I'll have to research this a little more. If indeed they did change their international policy it would be a great move by them. I think in the past the issue was, if there was any sort of chargeback, Paypal was screwed, thus the seller got screwed because Paypal wouldn't be left holding the ball on a bad transaction.

I looked at the e-mail and it says as of June 30, 2009. So maybe they have changed. Also keep in mind I'm Canadian so maybe they have made some changes for int'l countries only?
