I think someone posted the 1/1 version of that card the other day and it was just a plain red swatch. So that seems pretty fancy for a non 1/1.

It's ironic that someone posted the ebay link of the same card (different copy of the card) saying that it would be perfect for Kevin Burge. I think this one may be legit, though.

Looking at the auction, it states that it's not serial numbered. The same seller has a similar card listed that IS serial numbered to /44 (non die-cut).

I don't know if the die-cuts should be serial numbered, but my uneducated guess would be that they should. Perhaps it's a bankruptcy card (?) Here is Beckett's list.

I am pretty sure it is a bankrupcy card because I opened one of those target things that guarentees one jersey or auto or whatever and I got a similar card that should have been numbered but wasn't and I trust the box maker, I really have no idea what to call it, didn't put a fake patch in.
