I've got a real dumb question

I bought a big lot of loose packs (mostly junk era) & got something I just want to verify.

There is a 1989 fleer cello pack with a schmidt "retirement salute" card on top. Thing is, that card (& the card on the back) were issued in the update set.

I have never ever heard of 1989 fleer update cards being sold in cello packs.

I totally assume it was resealed (doesn't look it though) but theres always new crazy rare test stuff found every year.

No one has ever heard of this, right?

Side note, there are also a couple of sealed clear packs of 2002 topps cards stamped "limited edition" which I thought were only sold in factory set form.
