Jose Ceda?

I was wondering why Jose Ceda's cards are so cheap. He seems to be the type of guy that is projectable and I would think he would be considered a top prospect but his Donruss autos only go for about 3.5 dlvd. Could anyone tell me why before I buy to much so I know if I am missing something.
