Message board time is off

We are on Gilmo Standard Time. Its like bar time but with cookies.

It's been fixed before, and it always snaps back.

It's a phpbb3 in apache bug that we haven't been able to fix.

My watch suffers from something similiar. I'm told it's called a fzxyrwkytkvkvmdkeuwjxdios bug.
