I'm pretty sure that's Nick Johnson, and the jersey number is most likely 24 instead of 28.

Just doing a quick search, the only baseball offer from frosted flakes or kellogs for an actual baseball was indeed a Tony the Tiger ball....no other "autograph" but Tony's, lots of cards, but only one baseball...Maybe it was signed by someone afterwards?
