COA is from small store, the seller said he would refund money if it didn't pass PSA/JSA.

Unless it has a good COA I wouldnt go more than 50-75 bucks. The money is in the COA and you are taking a chance that the sigs are legit...even if there is a money back guarantee. I think the autos look ok but the store COA would scare me enough to make a low ball offer.

The question you need to ask is if he is so confident of this why dont he maximize his profits by sending it in himself?
