Yes... The PRC is controlled exclusively by congress and the "loss" is from the pre-funding mandate of over 5 BILLION dollars per year, also by congress. The pension system is funded for the 75 years already. The Federal system is underfunded currently, but the USPS system is over-funded. And no, they are not the same thing. For the same reason the USPS does not take one penny of tax money. It is mandated to be self-sufficient. Do you think congress wants to give up a 5 billion a year cash cow that goes straight to the general fund? The USPS has made an operational profit the last 2 years.
