I agree but all the local sports radio shows and news outlets here in DC are saying that he is nowhere close to signing.

There are any number of reasons for that. The most likely one is that talks are going on secretly and that they don't want to make MLB (and the media) aware of it, seeing as how MLB will hit the roof once the price is known.
Boras and Nats officials were seen talking on a few occasions during his starts at SDSU, so talks are definitely going on.
