The problem with your definition & the experiment that follows, is there are few of the big named prospect's that weren't in USA (sure Jason Castro & Alonso ....but most of the top-tier were also in USA). The Matusz "exclusive" experiment has thus far shown what many already predicted, the UD issue's would be the big winner's as far as return -of-investment were concerned (they had the biggest "bang" for thier buck)!
